GIBSON, Senior Circuit Judge. The plaintiffs-appellants appeal the district court's1 dismissal of their suit against the government defendants-appellees. After consideration of a motion to dismiss under Fed. R. Civ. P. 12(b)(2) or for summary judgment under Rule 56 filed by the government, the court dismissed the suit for failure of the plaintiffs-appellants to exhaust the administrative remedies available to them. The court entered final judgment as to the government defendants pursuant to Fed.R.Civ.P. 54(b). We affirm.
